One of the more common ways of measuring it is with Pagespeed Insights. “Pagespeeds Insights” measures the performance of a page for mobile devices and desktop devices. It fetches the URL twice, once with a mobile user-agent, and once with a desktop-user agent.

How this tool works
Here is a lowdown of the three sections of results.
Pagespeed Score - The score itself ranges from 0 to 100 points. A higher score is better, and a score of 85 or above indicates that the page is performing very well, although any number in the green (about 60 and up) is still pretty good.
Please note that PageSpeed Insights is being continually improved, however, so the score might change as the rules are shifted or things are optimized. This is a good indication of how well you do, but it is not exact and search engines do not find this specific score. It is more for a visual reference point.
Page code analysis - Since the performance of a network connection varies considerably based on factors that are not always under your control, Pagespeed Insights only considers the network-independent aspects of page performance: the server configuration, the HTML structure of a page, and its use of external resources such as images, JavaScript, and CSS.
An individual's old, slow computer or their unreliable internet access might slow them down, but that is unfortunately not something you can prevent, so it would not be counted here.
Page optimization suggestions - just like the header says, these are suggestions for how to improve your Pagespeed Insight score. You will be given usually three or four suggestions based on the composition of your page code and the score that you got. If you look at these specific things and work to improve them, you will see a better score next time you check your website, which would be the goal you are trying to reach with this.
